Dr. Sarhan has served as an Expert Witness in numerous patent infringement, validity, invalidity, and Inter Partes Review (IPR) cases related to computer systems, video streaming, multimedia systems, video coding, video transcoding, adaptive bitrate, video sharing, video security systems, video recording, data communication, low voltage differential signaling, and I/O interconnects. He also served as a Consulting Expert in other intellectual property and corporate litigation cases related to secure multimedia products for medical applications, encryption, anonymity, and IP addresses.

Dr. Sarhan's expertise includes technical patent infringement analysis (literal and under the doctrine of equivalents), patent validity/invalidity (including obviousness, written description, enablement, and reissue patent enlargement), priority date analysis, claim construction, technical comparability of patents, technical comparability of licensing agreements, and source code review.

    • Expert Witness and Consulting Expert, patent infringement and validity cases, ACQIS v. ASUSTeK and ASUS Global, United States District Court for the Western District of Texas, on the plaintiff's side, technical areas of litigation: computer systems with Low Voltage Differential Signaling (LVDS), serial interfacing, and I/O interconnects, including PCI Express, USB 3.x, USB 4.0, Thunderbolt, SATA, SAS, and DisplayPort, January 2022 – March 2024. The plaintiff won $17.9M.

    • Expert Witness and Consulting Expert, patent infringement case VideoShare v. Google (for the YouTube service), United States District Court for the Western District of Texas, on the plaintiff's side, technical areas of the litigation: video streaming, video transcoding, video uploading, and advertisements, July 2020 - November 2021. The plaintiff won $25.9M. The federal judge stated that I was one of the two primary reasons the plaintiff prevailed in the case.

Technical Experience:

Dr. Sarhan is an internationally recognized expert in computer systems, video streaming, multimedia systems, data communication, online video, computer vision systems, computer networking, and automated video surveillance, with over 20 years of experience in the field. Four of his research projects were sponsored by the National Science Foundation, one by Silicon Mechanics, and one by Sun Microsystems.

Dr. Sarhan served as the Chair of the Interest Group on Media Streaming of the IEEE Multimedia Communication Technical Committee and the Co-Director of the IEEE Multimedia Communication Technical Committee Review Board . He also served as an Associate Editor of the IEEE Transactions on Circuits and Systems for Video Technology . He has been involved in the organization of numerous international conferences in various capacities, including chair, co-chair, publicity chair, track chair, and technical program committee number. For example, he served as Co-Chair of the Technical Program Committee of ACM SIGMM Workshop on Network and Operating Systems Support for Digital Audio and Video (NOSSDAV) in 2018.

Dr. Sarhan authored over 50 peer-reviewed or invited journal, magazine, and conference papers on numerous topics, including video streaming, multimedia systems, automated video surveillance, computer system design, computer networks, and deep learning, with publications in top venues. He was also the editor or co-editor of a conference proceeding, a special issue in the Multimedia Tools and Applications Journal, a special issue in the IEEE MMTC E-letter, and multiple IEEE MMTC R-Letters. He published a book chapter: “Streaming Multimedia”, The Handbook of Computer Networks, John Wiley & Sons, Inc., November 2007. He is the named inventor on U.S. Patent No. 9,313,463 related to the design of automated video surveillance systems.

Dr. Sarhan regularly teaches courses on computer architecture, computer networking, and secure and scalable Internet services and architectures. He also taught three advanced courses on multimedia systems and networking as well as courses on data structures and algorithms, C++ programming, microcomputer systems, and algorithmic processes.

Dr. Sarhan supervised eight Ph.D. dissertations and four master theses and is currently supervising three Ph.D. students.

Dr. Sarhan is the recipient of the IEEE SEM Outstanding Professional of the Year Award , the Wayne State University President's Award for Excellence in Teaching , and the College of Engineering Excellence in Teaching Award. He was inducted into the WSU Academy of Teachers in 2022. Dr. Sarhan is a Senior Member of the IEEE.
